Question P

Question P was a referendum issue approved by the voters of Baltimore, Maryland, USA, in November 2002. The measure passed with 67 percent of the vote.

The affirmation of Question P shrunk and reshaped the Baltimore City Council from six three-member districts to 14 single-member districts. The council president continues to be elected at-large. The changes were meant to make it easier for less-established candidates to run or win.

Question P was the result of grassroots political action coordinated by the coalition Community and Labor United for Baltimore (CLUB) and by the Baltimore office of ACORN.
