The Westies are Irish-American gangsters operating from the part of New York City which is west of Times Square. When their territory is being threatened by gentrification, they need to cooperate with the Italian Mafia. Frankie, the gang leader (played by Harris) welcomes back Terry (played by Penn) to help with the negotiations. Unknown to the gang, during his long absence, Terry has become an under-cover cop.
